In a small saucepan over medium heat, melt butter. Stir constantly until butter turns amber in color and has a nutty aroma, about 5 minutes.
Remove from heat and allow to cool to room temperature (you can place the butter in refrigerator if desired). Butter should be firmed to the point that is no longer liquid, but is soft.
Preheat oven to 350 degrees. Line cookie sheet with parchment paper or silicone baking mat.
Use electric mixer to beat the soft browned butter, sugar, and brown sugar until lightened and fluffy, about 3 minutes.
Mix in egg and vanilla extract until combined, scraping down sides as needed.
In a medium sized bowl, whisk together flour, cornstarch, baking soda, and salt. Gradually mix into butter/sugar mixture until just combined (do not overmix).
Stir in all but ~3 tablespoons of the chocolate chips.
Form dough into balls about 1 1/2 tablespoons in size. Place on prepared baking sheet, about 2 inches apart. Press a few of the remaining chocolate chips into the top of each dough ball.
Bake 7 to 8 minutes, or until cookies are golden brown.
Remove from oven. Let cool on baking sheet for 3-4 minutes, then transfer to cooling rack.
